There are persistent rumours that Piggott has received some appointment, but nothing definite is known. Vice-Minister for Foreign Affairs denied all knowledge of it to-day.
On 4th October Piggott complained [group omitted: ?in] correspondence that appointment would have been made some days previously but for our opposition, and, in a letter to you of 18th October, he says that the Chinese Government have expressed the desire to secure his services.
It seems probable that he is receiving some appointment.
My relations with Yuan Shih-kai are somewhat strained over violence of local press campaign against myself and His Majesty's Government in connection with recent loan, and I prefer not to approach him for the present unless you think it desirable,
